Improving the Mechanism of Public Policy to Attract Investors in the North-West Federal District

This work is devoted to the analysis of such a mechanism for attracting investors as special economic zones in the North-West Federal District. The main goal of the study is to offer recommendations for improving the system of special economic zones in this region. To do this, firstly, we analyzed the key indicators of the three zones of the North-West Federal District - St. Petersburg, Pskov and the Kaliningrad Region. Secondly, we assessed the effectiveness of these zones. Thirdly, we made a comparative analysis with the border special economic zones of foreign countries. Based on this, problems were identified that served as the main one for measures to improve special economic zones in the North-West Federal District and in Russia as a whole.
