In any career path, it is crucial to have the necessary skills and to update the competencies regularly to keep up with the changing economy and society. To do this, it is essential to modernize our education and teaching systems so that the younger generation can move to a steady learning approach and adapt their skill set throughout their lifetime as needed. This paper describes such a modern approach which is a web-application that provides educational course recommendations for people who seek professions in digital or IT sectors based on the competencies necessary for each job. Resulting web application will help students to avoid confusing situations when facing the challenge of making clear choices in selecting accurate courses. What inspired to make this application is the lack of the existence of such a practical recommendation system in the market, even though theoretical papers have been written about it. Furthermore, this paper is dedicated to describing specifications such as methodologies of gaining information used for the development of the application, functional and operational purposes, system design of the application and its architecture, testing methods, user interface and its components, programming languages, development environments, libraries and technologies that are used in the development of this application and the usability and applicability of this application in the current market.
