This paper is devoted to the study of the features of the functioning of houses (palaces) of culture in small municipalities of the Perm region. The fundamental issues in the study of this topic were issues related to project management and mechanisms for financing the activities of houses (palaces) of culture. The main problem of the study is the search for additional financing of houses (palaces) of culture in rural settlements, as well as an increase and change in the directions of activity of institutions. The scientific novelty of the work is the development of the concept of “project portfolios” for various areas of activity of houses (palaces) of culture, which involves, among other things, diversification of sources of financing for their activities. In this research, regulatory legal acts were studied and an analysis of the main indicators characterizing the activities of houses (palaces) of culture (the study of information transparency, participation in project activities) was carried out. Also, based on the information and analytical reports, state (municipal) assignments, plans for financial and economic activities and calculations of the municipal institution “Yugovsky Cultural and Leisure, Library and Museum Center”, an attempt was made to make recommendations for houses (palaces) of culture in small municipal institutions for expanding and diversifying sources of financing the activities of houses (palaces) of culture in small municipalities of the Perm region.
