Licensing and Permitting Proceedings in Administrative Process Structure (Field of Aviation)

The topic of final qualifying work is «Licensing and Permitting Proceedings in Administrative Process Structure (Field of Aviation)». In this paper some problems are identified. These problems are related to the legislation regulating licensed production (e.g., unclear legislative definition of the content of most aviation activities) and the existing system of control and accountability for violations of license law. The purpose of the paper is to study the current mechanism of administrative licensing and permitting proceedings in the Russian Federation on the example of aviation field, to identify the current problems of its implementation and find available ways to solve them. So, the following issues were considered in this diploma work: the content of the administrative process in the modern doctrine: its correlation with administrative proceedings and administrative procedures, licensing and permitting administrative and procedural proceedings: the definition of license and licensing, entities of licensing activities, its legal regulation, general and special licensing procedures. Moreover, it contains the features of licensing and licensing proceedings in the field of aviation: licensing in the field of aviation and its exact areas, conditions and procedure of license obtainment, license and responsibility for violation of license law.
