Anti-Corruption Policy in South Korea in the Period of 2000 – 2019: Transition from Institutional Measures to the Formation of an Anti-Corruption Culture

This work is devoted to identifying the reasons for the transition of the anti-corruption policy of South Korea to the formation of an anti-corruption culture, and identifying factors for its formation. The relevance of the study is explained by the inadequacy of research on the anti-corruption policies of South Korea from a fundamental point of view, and the role of culture as a factor that can influence corruption. Two approaches to corruption are considered - economic and normative-value approaches. To clarify the cultural context, the cultural concept proposed by Hofstede G. is presented. The state of corruption in South Korea is analyzed using secondary data such as professional and ministerial publications, the causes of corruption in South Korea and the reasons for the transition of anti-corruption policies to the formation of an anti-corruption culture are identified. In addition, in the framework of this work, a regression analysis was carried out, as a result of the analysis it was found out what values affect corruption and corruption behavior.
