Development of a Service Aggregator for the Selection, Evaluation and Development of Applicants

Nowadays economic environment of many developed and developing countries, including the Russian Federation, is characterized by turbulence and uncertainty of making solutions in HR management. It has lots of important issues like staff recruiting, assessment systems and development of personnel. One of the main factors of successful organizational activity is effective human resources management. It is necessary to develop labor potential and increase the level of employee satisfaction with work people do. The productivity of the enterprise itself depends on such a key resource as personnel. That is why companies need to implement strategies of human resources management, which allow to create conditions for labor potential. However, the systems of assessment, selection and development of personnel today are mostly spread out, which increases the amount of time spent by specialists on the search for high-quality personnel, and also makes it impossible to collect general statistics, which allows to find connections between competencies, assessment of performance indicators and past training programs. The implementation of HR management assume appropriateness of goals and mission of organization, human resources management should follow interests of the individual and guarantee strict compliance with labor laws in work processes. First of all, it is necessary to identify the labor potential of each employee, for example, using specialized testing tools, then choose the most effective way to quantitatively and qualitatively measure an employee’s potential, as well as determine important programs for developing and expanding the potential. Considering these issues we can figure out complete and efficient labor management and potential of an organization as a whole. Proper human resources management allows organizations to increase their productivity, competitiveness and profitability. At this point it is important for each company to create effective and efficient management processes in order to use new methodologies and modern technologies to select, assess and develop Human Resources. The purpose of this study is to develop and design a service aggregator, based on the functionality of present systems in market today, its advantages and disadvantages, as well as different needs of companies. The first chapter, “Theoretical and Methodological Foundations for the Selection, Evaluation and Development of Applicants,” describes the theoretical fundamentals of selection processes for evaluating the selection, evaluation and development of applicants, as well as the functionality that includes the systems used in this process. The last paragraph of the chapter highlights real problems in this process and systems. The second chapter “Comparative analysis of competitors” includes analysis of market solutions and carried with comparative tables with the assessment of these systems, possible solutions to the problems existing in processes of selecting, evaluating and developing personnel are presented. The third chapter “Development of a prototype of the service aggregator” is the key chapter of this study, as it presents the prototypes of the developed system, analyzes human resources management processes and identifies subprocesses that can automate using the service aggregator, and also presents the functionality of this service.
