The world is currently experiencing a high level of urbanization. Sound urban planning helps to mitigate negative trends in urban development and shapes some of the factors to make cities more competitive. Modern interpretations and approaches to the definition of the «Smart City» concept are based on the reduction of environmental impact, capitalization of human resources through the introduction of digital technologies in social development, increase of economic potential, and the level of budget provision. In this work, the «Smart Cities» types, distinctive characteristics, goals and objectives, their creation and development were studied. With the help of the analysis, the «Smart City» interpretation was revealed, which allows to use resources effectively for all participants of city life, its residents. The concept also provides them with a comfortable, safe and ecological environment. The purpose of this work is to study the prospects of creating a «Smart City» in Perm, to develop recommendations based on identifying problems and possible methods of their leveling when developing and implementing the «Smart City» concept.
