In this study, a network analysis of the interaction of federal elites and governors of the Russian Federation was carried out. As part of the study, the composition of the governor’s corps of Russia and the shifting role of governors as politicians were studied. A series of mathematical models were constructed to evaluate the influence of various factors on rotation in the governor’s corps. In the first series of the model, the impact of non-network variables was studied, in the second series, the influence of network variables. The results of the analysis indicated the absence of the influence of network interaction's formal characteristics on rotation in the governor’s corps.
