Problems of Legal Regulation of Insurance in the Russian Federation

The Insurance Institute is an integral element of the effective and full-fledged functioning of a market economic system. Insurance is intended to act as a tool to ensure economic stability, the implementation of state social policy, the development of entrepreneurship and economic activity, protection from technogenic, natural and other risks, security and sustainable development of the state as a whole. Currently, the legal regulation of the Insurance Institute in Russia has a number of gaps and limitations that do not allow this strategic sector of the economy to develop in the Russian Federation as actively as in foreign countries. The Insurance Institute, being a tool for the effective functioning of a market economic system in the state and being stagnant, especially needs a comprehensive reform and modern legislative regulation in the paradigm of new economic, social, environmental and other staged challenges. This article is dedicated to identify the problematic aspects of legislative regulation and find the best solutions to bring the Insurance market out of stagnation.
