In the modern world, strategic development is an integral part of the successful functioning of any organization. For effective implementation of strategic development goals, it is important to form a development program that will serve as a roadmap for the entire development process. Creating a strategic development program is based on the analysis of the external and internal environment of the organization, which is carried out using such methods as PEST analysis, porter's model 5 forces, analysis of key success factors of the industry, model 7S, VRIO resources, SNW analysis. Information for these methods is collected by means of questionnaires and interviews with experts and collecting information from sources, and processing is based on analysis, synthesis and grouping of the information received. Based on the analysis, a program for the strategic development of the territory of Perm-Izhevsk for the company “Adidas” was compiled. The expected effect of implementing the program is to increase the company's competitiveness.
