Interaction between Developers and Utilities: International Practice

Currently, the relations between two key actors in urban development - the developer and the utility company - are characterized by a number of problems that lead to the risk of a disproportionate spatial development of the city. This work is devoted to the description and analysis of established practices of interaction between the developer and the utility at the stage of connection to heat and water supply networks in 5 countries (France, Germany, USA, Brazil and China). At the first step of the study, the author develops theoretical criteria for identifying the most effective foreign practices. The second step describes established practices in selected countries. In the third step takes place the selection (according to the criteria formed at the first step) of the most effective international practices that can improve the process of technological connection in Russia. An expert interview conducted at the last step allows to check the author’s assumptions regarding the selection of effective practices for implementation in Russia.
