Cellular Network Construction Projects in Russia: Key Operational and Management Features

The article is devoted to the analysis of key operational and managerial features of cellular network construction projects and to reducing the negative impact of these features on the completion of the project on time and within budget. The key project resource is the time and timing of project completion deviations from which have a decisive impact on financial performance. According to the results of the research conducted by the author among the employees of the project offices of the world's largest vendors of telecommunications equipment it was found that most often delays and increases in project deadlines occur at the stage of technical acceptance of cellular network objects. In order to reduce the negative effects of a high degree of bureaucratization and complexity of the acceptance procedure. The author proposed, first, to introduce a special role of the Acceptance manager in the project organization, second, to monitor and control construction and installation works using a system of simple key performance indicators. These measures allow, on the one hand, to control and coordinate acceptance activities, on the other, to ensure the timeliness and high quality of the inputs of the acceptance process.
