Energy Programs in Developed and Developing Countries (on the Example of France and Russia)

The sustainability of the energy sector and its resistance to crises and other problems faced by modern energy sector is one of the most important factors for ensuring energy security in the country, which is especially important for Russia, since it is considered as a part of ensuring national security. The most important factor in ensuring energy security is a well-developed strategy for the development of the energy sector. It is easy to note that in Russia there are certain questions both to ensure energy security (which is especially important in the terms of falling oil prices due to lower demand for energy due to quarantine), and to fulfill the own energy plans: none of them has been fully implemented over the past 20 years. Also, the situation in the Russian energy sector after 2014 is heating the interest in this area, setting new challenges in an increasingly complicated environment. Analysts face a difficult task: to predict the market fluctuations in the short and mid term, assess the risks of choosing a particular strategy and give the authorities an exhaustive list of their recommendations. This paper explores the energy strategies of France and Russia. Both countries in the past used to have brilliant examples of the adequate use of indicative planning tools, which greatly contributed to the rapid growth of industry in the post-war period. The study reveals the shortcomings of the energy program of Russia and answers the question of how the indicative planning tools can help achieving the goals set in the Energy Strategies of the Russian Federation and to ensure energy security today and what is needed for this.
