Institute of Personal Data Processing: Comparative Analysis of EU and Russian Legislation With the growth of modern technologies and digitalization of the entire society, issues of legal regulation and protection of human rights in the online space are gaining momentum. One of the tools for overcoming new challenges is the Institute of personal data. This paper provides a comprehensive analysis of the personal data institute in the Russian Federation and in the European Union in a comparative aspect. The purpose of the research is to form a complete scientific understanding of the mechanism of legal regulation of the institute of personal data processing in the Russian Federation and in the European Union; to study the law enforcement practice of the institute of personal data processing in the Russian Federation and the European Union; to identify current problems and trends in the development of law in the relevant sphere of public relations. The paper covers the basics of legal regulation of personal data, including historical and legal research of the legal regulation of personal data in Russia and the European Union, the concept of personal data and the subjects of the Institute of personal data. Special attention is paid to the regulatory requirements for personal data processing, legal liability for violation of the requirements, and the practice of their application both in Russia and in the European Union. The current problems and trends in the development of legal regulation of personal data and the best practices of the European Union are investigated, and recommendations for improving Russian legislation in this area are proposed. The structure of the research is subordinated to the logic of the research, its goals and objectives, and consists of an introduction, the main part consisting of three chapters and eight paragraphs, a conclusion and a list of sources used.
