Improving the System of Procurement of Maintenance and Repair Services and Vehicle Spare Parts

Only in the first year of the existence of the Federal Law on the Contract System, more than 30 packages of amendments were introduced into it, and the result of such changes was the difficulty for the customer to correctly describe the purchased goods, services or works. The purpose of this study is to study the degree of influence of the current Russian legislation in the field of procurement on the behavior of state and corporate customers in the procurement of services for maintenance of vehicles and spare parts. Using data from the Unified Information System in the field of public procurement and information from other open sources, the author of this work offers a number of recommendations for improving the procurement system in this industry.
