Improving the State Policy on the Sociocultural Adaptation of Foreign Citizens in the Russian Federation

The sociocultural adaptation of migrants in the multinational composition of foreign citizens arriving in the Russian Federation, by the difference in their value orientations and the purpose of their stay, is one of the key tasks in a state national policy. Rapid social changes create the need for adaptation, interaction and survival of migrants in their new social environment. At the same time, government measures on the socio-cultural adaptation of migrants should be aimed at creating a favorable regime for people arriving in the country, their organic inclusion in the system of positive social ties and becoming full members of Russian society, regardless of their socio-demographic characteristics. The aim of this work is to develop scientifically based recommendations for improving state policy on the socio-cultural adaptation of foreign citizens. The paper considers the main theoretical and methodological aspects of the sociocultural adaptation of migrants, analyzes the legal framework in this area, considers the international experience of building a system of sociocultural adaptation of migrants on the example of France. The empirical basis of the work is a case-study analysis of the experience of implementing the program for the sociocultural adaptation of migrants by the non-profit organization "New Century" in the Republic of Tatarstan and a series of expert interviews with civil servants in the field of state national policy. The result of the work is a series of recommendations and mechanisms developed based on the results of an empirical study aimed both at improving the state policy on the sociocultural adaptation of foreign citizens, and at increasing the effectiveness of specific measures of state support.
