The main problem that impedes business development is the shortcomings of state economic policy, which determine the main parameters of the institutional environment. If we turn to the economic history of Russia, we will see that small business played an important role in the development of the economy and the solution of many social problems; during the formation of a market economy, it was the most active and mobile subject of economic relations. The aim of this work is to analyze the existing business regulation mechanism in modern Russia, reflecting the main problems and trends inherent in this process. The results of this study can be used by regulatory authorities in order to get a clear idea of what problems a business is facing, as well as to understand what measures, in the opinion of business structures, are most effective for maintaining and developing entrepreneurship. The study used methods of comparative and statistical analysis, generalization of the results of sociological studies (surveys of entrepreneurs, interviews) and international ratings of economic freedom, the quality of public administration and the conditions for doing business. Keywords: state regulation, business environment, Russia, doing business.
