Foreign Policy Actorness of the European Union at the Present Stage

This paper examines the problem of foreign policy actorness in the context of European integration. The author analyses existing criteria of actorness, their differences and their applicability for the European Union. The development of the EU actorness is scrutinized through the evolution of its foreign policy institutions, as well as through the evolution of the legal framework. The interaction of the EU with other actors of international relations is considered; among such actors are the United States and Russia. In this context, the influence of the external environment on the development of European integration is explored. The conclusion is focused on the present state of the EU foreign policy actorness and prospects for its further institutional development.
