Legal Regulation of the Concept of E-Government in Russia and Foreign Countries

In the 21st century, the development and use of information technology is taking place at a rapid pace throughout the world. Advances in technologies have accelerated the development and application of e-government around the world. Nevertheless, there are still many unresolved problems in this area. The relevance of the topic is due to the development and increasing importance of information technologies in the modern world. Information and communication technologies (ICT) enter into various spheres of society and human life, including the sphere of state administration. Information technology is designed to modernize government structures and improve the quality of public service delivery. The above processes cause the need to analyze and change the entire array of legislation. In this regard, this study aims to analyze the current state of the regulatory legal acts of the Russian Federation and other countries related to e-government issues, identify gaps and problems that arise in the implementation of e-government in the Russian Federation, and propose their solution. The study is based on the study of national legislation, as well as the legal norms of other countries that regulate the work of e-government. The object of scientific research is the relationship that develops in the process of using and applying ICT in public administration. The subject of the research is the normative legal acts of the Russian Federation and other countries of the world, fixing the stages and procedure for introducing e-government, as well as the process of its work.
