This paper examines Moscow and regional universities. The purpose of this work is to identify the factors that most significantly affect the universities’ development. To assess universities, I calculated an index, which is based on a number of indicators obtained from the higher education monitoring site. The methodology for calculating the index was formulated after reviewing a number of methodologies of Russian and World rating systems. The data array contains 120 indicators. The influence of these indicators on the constructed index (dependent variable - Y) was assessed using correlation analysis, regression analysis and principal components analysis. In this work, 3 regression models were built using various methods. The best model was chosen and interpreted. The chosen interpreted model showed that to a greater extent the development of universities is influenced by indicators characterizing educational and financial and economic activities. At the same time, the indicators characterizing scientific, international activities do not have a significant impact on the development of universities.
