The research attempts to analyze government decision making in the railway industry using the "support coalitions" approach developed by P. Sabatier. As the main task, the author defines the need to identify the principles of decision-making in the railway industry. Based on government documents, expert interviews with representatives of the railway industry, government officials, the author analyzes in detail the decision making. In addition, the author conducts an independent analysis of decision-making cases. In the final part of the work, conclusions are made about the principles of decision-making, and also assumptions are made about the possibility of confirming these principles in other industries similar to the railway.
