Features of US Soft Power Instruments under Barack Obama and Donald Trump

"Soft power" of the US shows good results in the global rankings: in The Soft Power 30 ranking the US was ranked 5th in 2019. Applying "soft power" for a long period of time, since 2016 the position of the US in the ranking has been declining. The purpose of the work is to analyze the tools used by D. Trump and B. Obama in implementing the concept of "soft power". The analysis of the foreign policy tools of the major players on the world stage, in particular, the United States, will allow to identify the features of these tools and on their basis to forecast the directions of development of foreign policy and develop effective measures by other players of the world community. The research is based on the theory of neoliberalism which emphasizes cooperation rather than competition.
