Система BRELL (Беларусь, Латвия, Литва, Эстония и Россия) является ключевой системой, через которую упомянутые страны получают электроэнергию. Эта система была создана во время существования Советского Союза и эффективно проработала несколько десятилетий. Недавно страны Балтии заявили о своем намерении выйти из системы, тем самым временно лишив Беларусь и город Калининград электричества. Это исследование в первую очередь направлено на определение ключевых факторов исключения стран Балтии из системы BRELL в контексте энергетического диалога между Европейским Союзом и Россией. По окончательным результатам полученные данные могут быть использованы при разработке курса истории постсоветского пространства.
