In 2009, the European Union adopted a Directive that defines the level of renewable energy sources from the total energy share within the association. The participating countries agreed that by 2021, the level of green energy should reach 20% in each state of the Union. At the time of the adoption of the directive, Italy was already demonstrating progress in the field of renewable energy, one of the engines of which was the European Union, financing green projects in the framework of regional policies. Since the adoption of the National Action Plan, the participation of the European Union had increased. New projects and developments were launched, which eventually led to an earlier deadline, despite internal economic problems and regional imbalances. This study analyses the role of the European Union in the development of renewable energy sources in Italy, as a key factor in the results achieved. The paper uses the theory of institutional liberalism, which allows us to consider the situation from the point of view of cooperation between states and supranational institutions within international organizations.
