International human rights NGOs are among the most important actors in the protection and promotion of human rights. However, many states accuse them of interfering in the internal affairs and restrict their activities within their borders. Russia is a prime example of this trend, but little is known about the specific features of the activities of human rights INGOs in Russia and their interaction with the government. Therefore, this study aims to explore the features of the interaction between Russia and human rights INGOs in the international and domestic dimensions. For this purpose, this study will employ qualitative methods of data collection and analysis, including a qualitative case study. The results show that human rights INGOs contribute to the protection of human rights in Russia, but the low level of government trust in these organizations resulted in the limits for these two actors to collaborate effectively.
