Veto Power in the UN Security Council: Modern International Legal Aspects of Reform

This study aims to explain the role of the Security Council of the United Nations in achieving its global peace mission. The issue of study for which the paper seeks solutions in the context of Tsebelis Veto Player Theory is why all attempts to reform have stalled and the framework of reforms has not been established. The article ends with the Council's best possible suggestions for reform. This suggestion is based on George Tsebelis' collective veto player theory. The Collective Player Theory is used instead of a single-player having the right to veto the resolution. Multiple players have the power to veto an issue. Also to solve the issue of P3 versus Russia and China’s dichotomy, the paper analyses the best option for membership expansion
