Legal Regulation of Land Relations in Soviet Russia 1917-1928

This work is devoted to the legal regulation of land relations in the first decade of the RSFSR. The purpose of the study is to reveal the ideas of legal regulation of land relations within the period under review and their actual implementation, expressed in the change of the rights of the peasantry to land. The scientific novelty of the research is reflected in the formation of the range of research tasks, methods of analysis, which allows us to correlate political concepts and their implementation within the framework of the period under consideration. The study comprehensively examines the process of transforming political ideas into concrete normative acts, which includes the emergence of ideas, the development of normative material and its implementation, which consists in the actual change in the rights of the population to land. Political processes expressed in the competition of various political forces in the development, adoption and application of normative acts in the field of land regulation are also identified. The novelty of the work is also due to the involvement of previously unpublished sources. As part of the work, a number of archival documents of the RGAE are put into circulation. The introductory paragraph reflects the very problems of regulating land relations in the early twentieth century and reflects the programs of a number of political parties to address this issue. The first chapter reveals the formation of the system of regulating relations on earth. The main place in this system is occupied by the People's Commissariat of Agriculture, which is engaged in the legislative regulation of land relations. In addition, the activities of the People's Commissariat of Food, which acts as a body for the withdrawal of land rent, are reflected. The paper reflects the process of interaction between these bodies and the main political forces represented by the RSDLP (b) and the PLSR. The final paragraph reflects the factors that contributed to the implementation of the policy of the RSDLP (b) on the nationalization of land. The second chapter is devoted to a new approach to the regulation of relations on the ground within the framework of the implementation of the NEP. The reasons for the transition of the NEP and the factors that acted as prerequisites are identified. The article reflects the process of development and implementation of the Land Code of 1922, which was the first codified act in the field of land rights regulation. In the final paragraph, the problems and contradictions that arose during the implementation of the NEP are identified. Special attention is paid to the tax policy and measures to regulate peasant farms as a legal entity.
