Comparative Analysis of Financial and Economic Support of the Russian Regions before the Gubernatorial Elections

In the work "Comparative analysis of financial and economic support of Russian regions before the gubernatorial elections", a study was conducted on the influence of factors related to the gubernatorial corps on the share of regional budget revenues that is most politically sensitive. All election campaigns for the period from 2012 to 2019 were analyzed – a total of 130 election campaigns. As part of the regression analysis, the factors that could potentially influence transfers to the regions were evaluated. As a result of the analysis, a hypothesis was proved about the uneven influence of increased attention from the federal center, expressed in the form of meetings with representatives of the federal government: in the entire array of analyzed campaigns, it has a negative impact on the level of revenue in the region. In addition, the hypothesis of the importance of the electoral efficiency of the heads of regions as a reason for increased transfer support was refuted. At the same time, the factor of rotation of the head of the region before the election campaign turned out to be significant, which can speak of this measure not only as effective in electoral terms, but also as a reason for additional flows to the region. An important factor was the number of rotations during the electoral gubernatorial cycle, the increase in the number of which negatively affects the share of financial and economic support. Finally, a significant indicator for the distribution was the affiliation of the head of the region to the federal elite, which also contributed to an increase in the share of revenues
