Support for Small and Medium-Sized Businesses at the Federal and Regional Levels

Small and medium enterprises support is one of the leading areas of economic policy in Russia. The study analyzes the feasibility of existing support measures, identifies the main problems with business support and identifies the main directions for their improvement. Existing measures of small and medium enterprises support, both in Russia and abroad, are considered. The analysis of the effectiveness of current and planned preferences for small and medium enterprises is carried out. The main problems are highlighted: a large number of documents required to receive support, the uncertainty of the procedure that must be followed, the long time for obtaining support, the tax burden. The ways of improving support measures for small and medium enterprises are proposed, as well as possible mechanisms for implementing the main directions for improving the strategy for the development of small and medium enterprises in the Perm Krai. The results of this research can be used to adjust the existing directions for the implementation of state policy to support small and medium enterprises in the region.
