Improving the Regulation of Activities for the Carriage of Passenger and Baggage by Passenger Taxis

This study was analyzed the management of the taxi industry through the prism of an institutional approach. As part of the study of the theoretical and methodological foundations of taxi, the theoretical aspects of the formation of institutional relations between drivers, transport companies, aggregators, authorities and passengers were considered. The specificity of the taxi complex of the Russian Federation is revealed, the foreign experience of taxi regulation is studied. In addition, the versatility of the concept of "passenger taxi" has been studied. As part of the assessment of the current state of the taxi complex of the system, an analysis of the implementation of measures to counter illegal taxis was carried out as criteria for the work of authorities to increase the safety of passenger movement in taxi cars. Mechanisms have also been developed for the implementation of measures to improve the regulation of taxi activities. Then, the estimated effectiveness of the implementation of the measures was assessed. Taxi drivers were polled to study the opinions of industry employees. As a result, a program for reforming the taxi industry was developed, which is based on three main provisions - legalization of passenger taxis, improvement of legal regulation, as well as measures aimed at ensuring the safety of passenger and baggage transportation by passenger taxis.
