Comparative Legal Analysis of the Institution of Responsibility for Violation of Anti-doping Legislation

This final qualifying work presents a comparative legal study of anti-doping liability. The issues of legal regulation of anti-doping relations in the Russian Federation and abroad are considered. The article analyzes the norms of criminal, administrative and labor legislation that establish liability for violations of anti-doping rules, and identifies a number of different imperfections in both national and foreign legislation. The paper examines the experience of regulating anti-doping relations in the countries of continental (France, Italy, Germany) and case law (USA, Great Britain, Australia). In the dissertation, the author offers the author's definition of the concept of "anti-doping responsibility", reveals the conflict of the presumption of guilt in sports and the presumption of innocence in the framework of legal responsibility for the use of doping, offers a civil concept of responsibility for the violation of anti-doping rules. The author makes several conclusions and suggestions for improving the legislation in the field of anti-doping relations regulation.
