Gambling Business in Russia

The study of the state of gambling activity in the Russian Federation was carried out to identify and substantiate possible measures to improve the state policy in the field of gambling business. To achieve the goals, the tasks were completed, including the analysis of available scientific publications, the historical analysis of the development of gambling activities, the study of legal documents and tax reports, conducting a survey of the population about the attitude to gambling activities, and making recommendations. As a result of the work, the gambling business in the Russian Federation was comprehensively considered and the key factors that hinder the effective development of this area were identified. With the help of historical notes, a strong connection between society and gambling was demonstrated, the fight against which turned out to be ineffective. In the legal field, several uncertainties have been identified that create an ambiguous situation in matters of regulation of the sphere. The activities of both the legal and the illegal sector were described in detail, which made it possible to determine the main operating mechanisms in the implementation of state policy. The survey of the population made it possible to show the real level of involvement in gambling depending on gender, age, socio-economic status, etc. Important relationships were also made or it was possible to prove the fact of their absence. Based on this work, the following recommendations were proposed: a prohibitive methodology in the field of gambling will not bring the desired effect, it is necessary not to prohibit, but to take control; it is necessary to determine a part of the funds from tax revenues from the gambling business for the provision of social programs, which can also increase public loyalty; laws need to be worked out in more detail to exclude the possibility of ambiguous interpretations; regulation of taxation is proposed to be carried out at the federal level with the preservation of cash receipts to the regions; conducting social programs to spread the culture of the game, conducting more research to determine objectivity in the issue of the impact of gambling on society; revision of the policy in the management of gambling zones towards greater state support and provision; legalization of online casinos due to the lack of effective control measures.
