Local Governments and Local Communities Integration in the Moscow Transport Policy

Local government is a key form of political power that helps citizens represent their interests. In different countries, local governments may control a wide option of government policies. The last decades of studying local government as a new political power subject were deeply connected with key changes in the whole public management area. Even though present studies reach an agreement on whether local government integration in the governing system being effective or not, the exact policies that should be performed by local authorities are still unclear. Moreover, the status of the modern Russian local government system is still very changing, especially in Moscow. Taking into account all previous general scientific approaches, the present study examines the current state of local authorities’ integration in Moscow city transport policy. In this exact study public management theories are described and potential problems in current Moscow’s transport policy, in comparison with relevant foreign practices. The empirical part consists of a case study and some future possible projects are discussed. The preliminary results imply that local authorities should be way more integrated with the Moscow transport system and policy overall. The basement for future research and its relevance for local governments are also discussed.
