Factors Influencing Tax Revenues to the Regional Budget

This paper studies the effect of the factorsinfluencing tax revenue to the regions’ budgets. Based on the judgment of Russian researches and the analysis of the structure of regional budget revenues in Russia, it may be noted that taxes are the basic component of regional proceeds, therefore, it is the financial basis for ensuring the regions' activities. Database of this research contains information about tax revenue and eight selected indicators of Russian regions in the period between 2010 and 2019. The fixed effects regression was built. The results confirm that factors such as the share of agriculture in GRP, the share of unprofitable organizations, per capita income and cost of fixed assets are significant determinants of taxes. Further, the paper considers practicable instruments for influencing the factors and recommendations for taking comprehensive measures in order to increase tax revenue to the regional budgets.
