Legal Mechanisms for Poverty Alleviation (Example of the Republic Tajikistan and Russian Federation)

Poverty is one of the main mankind’s problems that continuously haunts it at all stages of its historical development. At first glance poverty seems to be an exclusively economic concept, but actually it is an extremely complex phenomenon which affects all the spheres of public policy: social, legal, cultural etc. Despite the general world progress in various fields (science, medicine, education, etc.), there is a rapid increase in the number of the poor. This shows relevance of the topic. According to Rosstat, by 2021 the number of Russians living below the poverty line reached 18 million people which is 12% of the population of Russia. Considering the economic crisis, exacerbated by the coronavirus pandemic, these figures will only increase. The main role in the fight against poverty is competent and effective legal regulation, which is the starting point in process of solving this problem.
