Public-Private Partnership as a Tool of Creating Healthcare Facilities (the Case of Saint-Petersburg

Abstract: Using PPP in the healthcare sector is an alternative to the privatization of medical organizations and contributes, firstly, it helps to attract additional sources of funding through which budget expenditures can be optimized, and secondly, it helps to reconstruct healthcare facilities. Moreover, PPP allows to ensure the provision of quality services by creating new healthcare facilities with high-tech equipment, as well as by operating these institutions in a single cycle, carrying out admission also for compulsory medical insurance. In Russian studies, there are no methodological justifications for the implementation of the PPP in the creation of health care facilities. The purpose of the work is to develop methodological proposals for the preparation and justification of making healthcare facilities using the PPP. Quantitative and qualitative methods were used (evaluating the effectiveness of a PPP project and determining its comparative advantage (on the example of reconstruction «Maternity hospital №. 17»), questioning, calculating the Kendall concordance coefficient) in this study. As a result, limitations in the implementation of PPP in St. Petersburg in the healthcare sector were identified (on the example of «City Hospital № 40 in Kurortny District») , methodological proposals were created for the preparation and justification of making healthcare facilities using the PPP. Moreover, recommendations for the PPP implementation in health sector were suggested.
