Drug and Drug Abuse as a Health Problem

Annotation The topic of the final qualification work: "Drug and drug abuse as a problem of the health care system". Performed by the 2nd year student of the master's degree program "Management and Economics of healthcare", group MEZ191 Aminev Alexey Timofeevich. The volume of the final qualification work is 79 pages, which contain 14 figures, 6 tables. When writing the final qualification work, 56 sources were used. The composition of the final qualification work includes: introduction, 3 chapters, conclusion and list of references. The purpose of the work: to consider the abuse of drugs and narcotic substances as a modern problem of the health care system. Based on this goal, the following tasks were identified: to give a general description of the problem of the use of medicines and narcotic substances at the present stage; describe the features of the problem of the use of drugs and narcotic substances as a public health problem in the Russian Federation; to identify ways to solve the problem of the use of drugs and narcotic substances in Russia, in the field of healthcare. Object of research: drugs and narcotic substances. Subject of the study: ways to reduce the use of narcotic substances and drugs with narcotic and potent substances on the territory of the Russian Federation. Research method: information collection, analysis, structuring, systematization. The theoretical basis of the research conducted in the WRC is the study of the works of domestic and foreign authors, as well as statistical studies, on the basis of which an analysis of the possible reduction in the consumption of narcotic substances and potent drugs in the future will be carried out. There were also used regulatory acts regulating the turnover of medicines in Russia. The problems of drug trafficking, drug trafficking, drug use and drug abuse in Russia are very acute and are often not sufficiently addressed. In pharmacies without prescriptions or with violations of the rules of release, various dosage forms of medicines are sold and dispensed containing potent substances that may be similar in effect to narcotic substances, are raw materials for the" home " production of drugs, potentiate, prolong and reduce the negative side effects of drug use. Previously, for a long time, drugs of various forms with opioid-like, potent components were sold without prescriptions, such as: dextromethorphan, codeine, tropicamide, ephedrine, ketamine, which drug-dependent people successfully used to replace prescription tramadol (tramal) when self-treating "withdrawal", by artisanal production of desomorphine "crocodile" from dextromethorphan or codeine, ephedron from ephedrine. World experience shows that it is very difficult to influence the production, distribution and consumption of narcotic substances by addicted people: the supply of heroin was blocked - illegal methadone appeared; access to methadone was restricted – "salts", spices and smoking mixtures containing strong substances, the turnover of which is not regulated on the territory of the Russian Federation, due to the lack of these substances in the lists, registers and documents on drug trafficking control appeared. The shadow drug market is being saturated with powerful drugs. The use of drugs together with drugs of various pharmacological groups and pharmacological effects has increased. These drugs potentiate the effects of drugs, prolong, and reduce side effects. They are used for the preparation of drug triturations, at the same time being specific markers of production, which in turn can give information about the place and time of drug production. Stricter control over the prescription supply of strong drugs, the introduction of drugs that drug addicts use for other purposes and without the control of medical professionals in the lists and registers for the control of their turnover, will help reduce the illegal and uncontrolled use of these substances in the Russian Federation.
