Scientific Justification of Modern Methods of Rationing the Work of Medical Workers

MASTER'S DISSERTATION SCIENTIFIC SUBSTANTIATION OF MODERN METHODS OF RATING THE LABOR OF MEDICAL WORKERS Student: Ushenin Vasily Valerievich The aim of the study is to scientifically substantiate the improvement of the methodology of labor rationing, taking into account the experience of conducting photo-timing studies in the regions of the Russian Federation. To achieve the goal of the study, the following tasks were set: 1. To study the methods of rationing the work of medical workers. 2. Conduct a content analysis of regulatory documents on the time norms of medical workers. 3. Analyze the work of the department of work rate setting for medical workers and the analysis of staffing of the Federal Research Institute for Health Organization and Informatics of the Ministry of Health of the Russian Federation on photo-timing studies of the work process of medical workers in pilot regions of the Russian Federation and assess the compliance of the results with the data of regulatory documents. 4. To reveal the effectiveness of tools for carrying out a photo-timing study of the working process of medical workers in the pilot constituent entities of the Russian Federation with the further creation of a draft order of the federal executive body. 5. To develop an improved method of photo-timing study of the time norms of medical workers for the creation of a draft order of the federal executive body. The work consists of an introduction, four chapters, a conclusion, a list of used information and an appendix. In Chapter 1. Organization of labor rationing and rule-making, regulatory legal acts were analyzed, the development, revision and approval of standard labor standards were clarified, and the stages of development, coordination and approval of standard labor standards were presented, and conclusions were drawn about Chapter 1. Chapter 2. Methods for studying the time norms of medical workers for creating a draft order of the federal executive body, describes the general rules for conducting photo-timing observations, and also provides a "role model" for conducting photo-timing observations, which is relevant for 2021, including for entering into a computer program , with recommendations for the selection of participants in the observation and conclusions for chapter 2. Research methods based on the content analysis of photo-timing observations, the vocabularies of the types of activities of medical workers were analyzed, with the identification of places that could be improved. The analytical and descriptive method of statistics helped to clarify the use of labor operations in the "Dictionaries of the types of activities of medical workers", as well as the use of fields required to fill in the forms "Patient cards", "Observation sheet", "Specialist card". Conducting a sociological survey-questionnaire helped to reveal the problems of filling out the photo-timing observation cards on the part of observers. As a result, the analysis of the data obtained determined the directions of the study and formulated the goal and objectives of the study, formulated conclusions, it was decided to update the methodology for studying the time norms of medical workers already to create a draft order of the federal executive body. The empirical basis of the study is normative legal acts on the regulation of work of medical workers, methodological recommendations of the Ministry of Labor and Social Protection, scientific publications, methodological recommendations, materials of the Federal Research Institute for Health Organization and Informatics of the Ministry of Health of the Russian Federation, Federal Scientific State Budgetary Institution «N.A. Semashko National Research Institute of Public Health». The main results obtained in the work. 1) The "Dictionaries of the types of activities of medical workers" were updated for previous years, which, by types of medical care, affected almost all types of medical care. 2) A unified dictionary of the types of activities of a medical worker was compiled, after identifying the effectiveness of tools for conducting a photo-timing study of the working process of medical workers. 3) The forms for photo-timing observation of the work process of a medical worker were updated. 4) Based on the purpose of the work, the methodology of labor rationing was improved, taking into account the experience of carrying out photographic timing studies in pilot constituent entities of the Russian Federation, to create a draft order of the federal executive body.
