Monitoring the Implementation of the Sustainable Development Concept in Russia at the Federal and Regional Levels (the Case of the Northwestern Federal District)

The research work is devoted to monitoring the achievement of sustainable development goals in Russia at the federal and regional levels. The purpose of the study is to draw up recommendations to federal and regional government bodies to improve the system for monitoring and evaluating the SDGs. The paper provides a comparative analysis of the SDG monitoring system in Russia and the leading countries in sustainable development. As a result, it was concluded that the current SDG monitoring system in Russia is ineffective. Based on foreign experience, the author's approach to assessing the degree of achievement of the SDGs at the regional and federal levels has been developed using the methods of expert assessments, clustering and forecasting. The main source of data is statistical indicators provided by the Federal State Statistics Service. As a result of clustering, the regions of the Northwestern Federal District were divided into 4 clusters with common problem areas in sustainable development. Based on the results of the study, recommendations were developed to improve the monitoring and coordination system of the SDGs in Russia, as well as recommendations to increase problem indicators at the federal and regional levels.
