Improvement of the Communication between Public Authorities and Business (the Case of the Public-Private Partnership)

Public-private partnerships, as cooperative institutional mechanisms between government and private sectors have received high demand during past 4 decades. PPP’s became useful tools to provide public, medical and infrastructure services all-over the world. This demand growth occurred in Russia too but few decades later. Becoming popular and useful tool to connect public and private interests PPPs started to be explored by local scientists. Russia is the country where communication between these two sectors is not as fulfilled as in developed countries so many deep problems got out. Three main directions were identified as main methods of research, including analysis of the scientific support of Russia and foreign countries, analysis of PPP projects in several foreign countries and comparison of their experience with the experience of Russia, analysis of the possibilities of using foreign export agencies for PPP-based project financing in Russia. These methods helped to reveal the essence of the problem of communication between the public and private sectors in Russia. Arrangements of solving these problems are also considered in the research.
