There is an emerging interest in the field of service ecosystem approach within the cultural industry in the research of entrepreneurial ecosystems. A major part of the study focused on the implementation of cultural institution policies and the process of value creation within institutions and in the local communities in which they are located. The focus of this paper is to establish a systematic framework to describe how the pillars of the cultural institution ecosystem - specifically, the study of private museums - establishes value creation and co-creation and impacts both the community and the organization. Two cities were studied: Milan (Italy) and Saint Petersburg (Russia) based on the number of resources invested in the cultural institutions in both cities. The study is divided into two blocks - the identification of ecosystem pillars framework within the cultural institutions and value (co)creation within the service-based system.
