Environmental history is quite young but still flourishing academic field. Since its emergence a massive array of various studies concerning interrelations between man and nature, society and environment. But still, environmental history of Russia lacks an urban perspective as many of studies considering Russia are focused rather on global aspects. This study is focused on a content analysis of previously unpublished archival documents, that represent the processes of incorporation of Permian hinterlands into city borders. We do not antagonize Perm to the nature, rather we consider it to be as an integrated part of the environment. We suppose that city government used particular strategies to incorporate areas around the city and these strategies have been evolving during the period studied. Aim of this research is to find out, how the Permian hinterlands were transformed after they were incorporated, what strategies and why did the city authorities use for this purpose.
