Social Aspects of Paid Parking System Implementation in Russian Cities

The purpose of the research is to develop a mechanism of implementing paid parking system in Russian cities considering public perception. For this reason, the analysis was conducted in two stages. The research started with the analysis of media of administrative centres in the Central Federal District of Russia. After that, the analysis of the interview involving the respondents from Tula and Yaroslavl was provided. The research revealed aspects connected with expectations and risks, positive and negative attitude of urban dwellers to paid parking. Firstly, the results showed the priority of implementing paid parking systems in the development of local transportation systems. It considers the improvement in urban mobility through road construction and reconstruction, public transport development. In addition, paid parking implementation should be supported by transparency and accountability.
