The Government Procurement Market as an Object of Analytical Activity of Competitive Intelligence

The public procurement market both in all countries and in Russia in particular is a highly corrupt economic environment. Considering that the public procurement market occupies about a third of GDP, and budget losses from cartels are estimated in trillions of rubles, the development of tools to identify unfair behavior in the public procurement market is quite acute. Based on the analysis of judicial practice, recommendations were developed for the introduction of new methods of a standardized approach to the investigation of collusion in the public procurement market using traditional methods with elements of the use of artificial intelligence.
