Alternative Civilian Service in Russia as a Form of Exercising the Right to Freedom of Thought, Conscience, and Religion

The master's thesis is devoted a comprehensive study of the institution of alternative civilian service. Conceptually, it is designed to combine the existing domestic and international law in this sphere. The author examines the theoretical and the historical aspects of the conscientious objection to military service, reviews the foreign models of alternative service and analyzes the existing problems of legislation and enforcement in Russia. The important methodological techniques are the consideration of the institution of alternative civilian service in its relationship to the right to freedom of thought, conscience and religion and the right to conscientious objection to military service, as well as a system of checks and balances on the public policy of alternative service by civilian and military departments. As conclusions, there were developed recommendations to improve the institution of alternative civilian service in Russia. The master's thesis can be used by researchers of the problems of implementation of human rights and fundamental freedoms, students by course of study “Jurisprudence” and “State and Municipal Administration”.
