Recent years have witnessed attempts by Iraq, Egypt and Jordan to activate a framework for cooperation, after decades of the failure of joint Arab cooperation to achieve its goals. The new approach, for which the leaders of the three countries met several times, came in a turbulent internal, regional and international environment. However, there is no consensus on the purpose of that cooperation, nor what it can end up with, and its compatibility with the needs of Iraq and the Arab region. This paper aims to find out the origins of this new economic union between the three countries and how it aims to succeed after many failures of the Arab countries to unite.
