Product 1. In the Republic of Bashkortostan, there remains an urgent problem related to the outflow of young people to neighboring regions of the Russian Federation, as well as to Moscow and St. Petersburg. This is evidenced by data that show a steady increase in the number of young people under the age of 39 leaving the Republic of Belarus. The republican authorities set tasks related to the need to develop mechanisms to retain and motivate school graduates to study at universities in Bashkortostan, as well as to return young people to the region after they receive higher education at universities outside the republic. The presented work is devoted to the study of the higher education system in the region, the development of recommendations and possible ways to solve the above tasks. In the course of the work, a comprehensive analysis of the regional higher education system and key socio-economic indicators of the Republic of Bashkortostan, as well as neighboring regions (the Republic of Tatarstan, Chelyabinsk, Sverdlovsk and Samara regions) was carried out. The empirical basis of the work is statistical data from Monitoring universities, the Ministry of Education and Science of the Republic of Belarus, data from the Territorial Body of the Federal State Statistics Service for the Republic of Belarus, as well as available data posted on the Internet, the results of interviewing university staff and the Ministry of Education and Science of the Republic of Belarus. The results of the study were used in the development of career guidance strategies at BASHGU, UUNiT, and discussed during strategic sessions held by the Eurasian Scientific and Cultural Center of the Republic of Belarus. Product 2. The case was developed on the basis of real information about the Municipal budgetary educational institution of higher Education "Yekaterinburg Academy of Contemporary Art" (Institute) (EASI) and is devoted to the problem of the development of research areas at the university. The purpose of the case is to work out the skills of strategy development in the main areas of activity of the organization of higher education (scientific activity). The target audience varies depending on the use cases (from students to academic departments and university management). The results of using the case as an educational product were obtained as a result of "piloting" on the master's program "Management in Higher Education" in 2023. The educational teams proposed such solutions as: changing the structure of the university and staffing; modernizing approaches to organizing research; creating a Consortium of Contemporary Art in the digital space; opening master's programs; developing student scientific laboratories; and others. A positive feedback was received from the customer, which notes the practical significance of the case not only for EASI, but also for other universities implementing creative educational programs. The case will also be published in the fourth collection of the HSE "Cases of Russian Universities" and can be used in the future as an educational product. Product 3. In the Republic of Bashkortostan, three universities are recipients of a special part of the Priority 2030 grant, including Ufa University of Science and Technology (formerly Bashkir State University) and Bashkir State Medical University. While implementing the educational policy, universities face challenges aimed at improving the quality of education, filling in the missing competencies of universities and industrial partners. Network cooperation is an effective mechanism for solving such problems. In this regard, two universities (UNIT – the basic organization, BSMU – the participating university) decided to create a master's program in the direction 06.04.01 "Biology". The project was implemented and the first recruitment on an off-budget basis took place within the framework of the admission company in 2022.
