The final qualifying work is a portfolio of products. Product 1 "Regional Higher Education System of the Republic of Bashkortostan in the Context of Applicant/Graduate Flows and Competing Regions". In the Republic of Bashkortostan (RoB), the problem of the young people outflow to neighboring regions of the Russian Federation, as well as to Moscow and St. Petersburg, remains topical. The evidence that points toward the stable growth in the number of young people under the age of 39 leaving the RoB indicate this. The republican authorities set tasks related to the need to develop mechanisms of retention and motivation the school graduates to study at Bashkortostan higher educational institutions, as well as to return young people to the region after getting higher education at universities outside the Republic. This work is devoted to the study of the higher educational system in the region, the developing recommendations and possible ways of solving the abovementioned tasks. During this work, a comprehensive analysis of the regional higher educational system and key social and economic indicators of the RoB, as well as neighboring regions was carried out. The study results were used in the vocational guidance strategies development of BashSU, Ufa University of Science and Technology. Product 2 “Science in a Creative University: to Be or not to Be? Case Ekaterinburg Academy of Contemporary Art”. The case is developed on basis of factual information about the Ekaterinburg Academy of Contemporary Art (EACA) and it is dedicated to the problem of developing research areas at universities. The aim of the case is to master strategy developing skills in the focus areas of higher educational organizations (scientific activities). Target audience varies depending on the options of the use case. The results of using the case as an educational product were obtained in consequence of “piloting” in the master’s program "Management in Higher Education" in 2023. The following solutions were proposed by the training teams: to change the structure of the university and staff schedules; to modernize the approaches to organizing research; to create the Consortium of Contemporary Art in Digital Space; to open master's programs; to develop student research laboratories; etc. A positive customer review was received, which noted the practical significance of the case not only for EACA, but also for other universities implementing educational programs in creative direction. The case will also be published in the fourth HSE collection “Cases of Russian universities" and can be used on a going forward basis as an educational product. Product 3 “The Development of Economic Education in a New (Joint) University in the Concept of Change Management”. The strategy for the development of higher education involves the creation of top leading universities with developed infrastructure and professional personnel. This project is aimed at solving a practical problem, namely, the development of economic education in a new joint Ufa University of Science and Technology. The creation of a new institute implementing economic education programs is based on the ideology of the Concept of Change Management. An analysis of external and internal problems, a review of competitors, the quality of admission to Russian universities, the cost of training in economic areas was carried out. A new structural unit was proposed to organize by merging two large structural divisions – the Institute of Economics, Finance and Business (BASHGU) and the Institute of Economics and Management (UGATU) and the purpose of its creation was formulated. The proposed concept of the development of personnel policy is aimed at adopting organizational changes and improving the professional competencies of the higher-education teaching personnel. The directions of the international policy of the institute were determined through the development of programs of "double diplomas" and included training.
