Electric Scooters Officially Recognised as Vehicles

Since March 1, 2023, electric scooters have been officially recognised as vehicles in Russia. Officials have classified electric scooters, hoverboards, electric unicycles and similar moving devices as MIMs (means of individual mobility) and implemented changes to the traffic code and special road signs for them.

MIMs can be driven on the hard shoulder (on roads with a speed limit of 60 km/h), and on the right side of the road if there is no shoulder. The maximum permitted speed for individual mobility vehicles is 25 km/h. Those who violate the rules may be fined.

In 2022, an educational programme for electric scooter users was launched in Moscow. It covers rules for driving safely around the city without causing disruption to other road users.

The programme’s website features information on the rules of safe driving; how to start one’s first electric scooter ride correctly; the rules of traffic safety for MIMs in a crowd, in urban conditions, in rainy weather, etc; slow zones for scooter-sharing users; and parking rules. There is also a quiz to test your knowledge.
