Transfer of Students Within HSE University

For International Students (Excluding Quota Students)

Options for Transferring to Another Degree Programme at HSE University

Students may transfer to another degree programme within HSE University in one of two ways:

  • By transferring to a new degree programme and subsequently being dismissed from your previous programme (studying under only the new programme).
  • By transferring to a new degree programme without being dismissed from your previous one (studying under both programmes at the same time).

Key Differences Between Two Types of Transfers Within HSE University

Transfer from One Degree Programme to Another (Single Programme Studies)

General Information

At HSE University, there are designated transfer periods during which students may apply to transfer to another degree programme. Applications are accepted strictly within the timeframes set by each programme.

Transfers are conducted in December and June of the current academic year, based on the deadlines established by individual programmes and subject to the availability of vacant state-funded or fee-paying places. Additionally, a third (additional) transfer period may be set by a programme.

Information about vacant places and specific application deadlines is published on the respective programme websites prior to the mandatory transfer periods (by November 30 and May 31) and, if applicable, before any additional transfer periods. This information is located in the "Число студентов и вакантные места" section of the website.

Transfer Restrictions

For first-year Bachelor’s/Specialist degree students: Transfers are only permitted after the completion of the Module 2 exam period. Applications may be submitted during the December transfer period, but the transfer order will only be issued after the exam session concludes.

For first-year Master’s degree students: These restrictions do not apply.

Factors Affecting Transfer Decisions

Key factors influencing transfer decisions include:

  • The student’s academic readiness to follow the new programme;

  • Previous academic performance;

  • Availability of vacant places.

For transfer to a state-funded place, the following additional rule applies: The total duration of a student’s education under state-funded conditions must not exceed the standard duration of the new programme (as set by HSE University’s curriculum) by more than one academic year.

Transfer to State-Funded Places

Such transfer is possible in the following cases:

  • A state-funded vacancy is available;

  • The student meets the time-limit condition above;

  • A competitive selection is held (if required);

  • The evaluation committee approves the transfer.

If the student is not selected for a state-funded place but successfully passes the evaluation process, they may be offered a fee-paying place (if available).

Important: Transfer to a state-funded place is not allowed if the student has academic debts (up to two courses) in subjects that are compulsory in the target programme.

Credit Transfer of Courses

Courses previously completed may be recognised if their titles and credit loads match, and if they are similar in content.

The evaluation committee decides whether courses are eligible for transfer.

Transfer Decision Process

The student’s readiness for transfer is assessed by the evaluation committee of the receiving programme. The composition and working schedule of the committee are approved by the faculty dean (or programme manager, in specific cases outlined in the Regulations on Procedures for Evaluating and Transferring Results of Previous Education towards Programmes at the Bachelor’s, Specialist and Master’s Degree Level at HSE University).

The final decision on a student’s transfer is made by the Vice Rector.

Procedure for Transfer to Another Degree Programme (Single Programme Studies)

Check for Vacant Places and Application Deadlines

Information on vacant places and application deadlines is published on the websites of the respective degree programmes in the "Число студентов и вакантные места" section. This is done prior to the mandatory transfer periods (by November 30 and May 31) and before any additional transfer period (if applicable).

Submit Your Transfer Application Within the Set Deadlines

Transfer with dismissal from the current programme: Submit your application via the "Transfer" module in your LMS account. Applications are reviewed within 3 working days following the date of submission. Note: the date of request submission is not considered the date of official application.

Reinstatement with subsequent transfer: Submit your request through the "HSE Transfers Window" e-service, within the deadlines set by the target programme.

Return from academic or other leave with subsequent transfer: Submit your request through the "HSE Transfers Window" e-service, again within the deadlines of the target programme.

Receive Notification with Transfer Application Template

If your application passes the initial review, a template for the transfer request and instructions for the next steps will be sent to the email you use for LMS.

Sign the Transfer Request and Email It to Programme Managers and Academic Supervisor

Using your HSE corporate email, send a scanned copy of the signed request to: your academic supervisor and the manager of your current degree programme.

Be sure to copy the manager of the target programme in the email to ensure all parties are informed.

Await the Academic Supervisor’s Decision

Your academic supervisor will reply with their approval or a justified refusal regarding the transfer.

Complete Evaluation Procedures (If Applicable) and Wait for Final Decision

You will receive a message from the target programme’s manager with information based on the evaluation results, including:

  • The year/module of study to which you may be admitted;

  • The type of place (state-funded or fee-paying);

  • A draft of your individual curriculum.

 

If the transfer is approved, the evaluation committee will define:

  • Which completed courses may be credited;

  • Which courses must be taken or retaken;

  • The year of study from which you will continue;

  • The type of available place (state-funded or fee-paying).

The number of credit units that can be included in the individual curriculum for one academic year is determined by the educational standard of the programme. If some courses cannot be credited or if there are required courses (or sections) not previously completed, they will be added to the student’s curriculum in addition to the standard coursework for the target year.

Decide Whether to Proceed with the Transfer

If the evaluation committee has issued a positive decision, you must confirm your intent to transfer by notifying the manager of the target programme or withdraw your request.

Approve Individual Curriculum and Pay Tuition (for Fee-Paying Places)

If transferring to a fee-paying place, you must:

  • Approve the draft individual curriculum provided by the programme manager;

  • Sign an agreement for paid educational services;

  • Pay the tuition fee.

Wait for Official Directive and Begin Studies

An official transfer order will be issued within 5 working days of:

  • Receiving the signed individual curriculum (for state-funded students);

  • Confirmed tuition payment and signed service agreement (for fee-paying students).

If you wish, you may submit a request to the faculty dean asking to begin attending classes while the dismissal/transfer directive is being processed. The decision is at the dean’s discretion.

Transfer to a Second Degree Programme (Studying Under Multiple Programmes)

General Information

To study under two or more degree programmes, an HSE University student may transfer to a degree programme without dismissal from the programme where they are pursuing studies at the time of the transfer.

This type of transfer is possible: before receiving interim exam results, i.e., prior to December of the first year of study, and only to vacant fee-paying places.

Application Procedure

  • Fill out a transfer request form.
  • Submit it to the programme office of the degree programme you wish to join.

  • There are no set deadlines for such transfers — applications are reviewed on a rolling basis, unlike transfers involving dismissal from the current programme.

Transfer for International Students Studying Under a Full Scholarship (Quota) of the Government of the Russian Federation

General Information

International students studying on a state-funded basis under a Russian Government quota may transfer:

  • Only within the same integrated group* of fields of study or specialisations (with or without a change in the specific programme).

  • If changing the field of study within that group, the transfer is only possible with written approval from the Ministry of Science and Higher Education of the Russian Federation.

  • Transfers to fee-paying programmes are allowed only if a vacant fee-paying place is available.


* An integrated group refers to a classification that includes related programmes. For example, if you are enrolled in the Economics programme (field of study code 38.03.01), you may transfer to other programmes within the 38.00.00 group, but not to unrelated programmes like Design (field of study code 54.03.01).

If the direction to study issued by the Ministry of Education and Science of the Russian Federation indicates that you have been sent to study at one of the campuses of the National Research University Higher School of Economics, then transfer within one group of fields of study or specialisations (in any other field of study / in the same field of study) can only be submitted during the transfer period in June (Q3) within the dates set by degree programmes.

Such transfer is possible only with the written approval of the Ministry of Science and Higher Education of the Russian Federation.

Timeframe for Transfers Without Changing the Field of Study (Within One Integrated Group of Fields)

Applications must be submitted within the transfer deadlines set by each degree programme, which are published on their websites by November 30 and May 31.

  • First-year Bachelor's/Specialist students: Transfer is possible only after the Module 2 exam session (applications accepted in December, orders issued after exams);

  • First-year Master’s students: No such restrictions.

Timeframe for Transfers With a Change in the Field of Study (Within the Same Integrated Group of Fields)

Applications may only be submitted during the June transfer period, according to deadlines published by each programme. This requirement is established by the Ministry of Science and Higher Education.

Procedure for Transfer to Another Degree Programme with Retention of a Quota Place

Procedure for Transfer Without Changes in the Field of Study (Within the Same Integrated Group of Fields)

This procedure applies when a student is transferring within the same integrated group of fields without changes to the field of study code.

Step 1. Choose a Degree Programme in the Same Field of Study

Step 2. Submit a Transfer Application in LMS

Use your personal LMS account to submit your application through the Online Service for Transfer.

Step 3. Receive an Email with a Request Form

If your application passes the technical review, a request form and detailed next steps will be sent to your HSE corporate email.

Step 4. Sign and Send the Request

Email the signed scan of the request from your corporate email to:

  • Your academic supervisor

  • The manager of your current programme

  • The manager of the target programme

Step 5. Pass the Evaluation (if needed)

Step 6. Wait for the Programme’s Decision

If the evaluation committee approves your transfer, please notify the manager of the target programme of your decision to proceed, or withdraw your request.

If the transfer is approved, the evaluation committee will determine:

  • Which courses can be credited

  • Which courses must be studied or re-evaluated

  • The year of study to resume from

  • The number of credits allowed in the new individual study plan, as defined by the programme’s academic standard

  • If any required courses have not been completed, they will be added to your study plan alongside the standard curriculum.

Step 7. Approve Your Individual Curriculum and Await Transfer Order

Confirm the Individual Curriculum received from the programme manager and wait for the official transfer order. Once issued, you may start the classes.

Procedure for Transfer with a Change in the Field of Study (Within the Same Integrated Group of Fields)

This procedure applies if the transfer involves changing the field of study while remaining within the same integrated specialisation group. This process is subject to the Ministry of Science and Higher Education approval.

Important: Applications may only be submitted during the June transfer period, following deadlines set by the degree programmes. This is a mandatory requirement of the Ministry.

Step 1. Choose a Degree Programme in a Different Field of Study

Step 2. Submit a Transfer Application in LMS

Use your personal LMS account to submit your application through the Online Service for Transfer.

Step 3. Receive an Email with a Request Form

If your application passes the technical review, a request form and detailed next steps will be sent to your HSE corporate email.

Step 4. Pass the Evaluation (if needed)

Step 5. Wait for the Programme’s Decision

The manager of the target programme will inform you of the proposed year/module for your transfer and send a draft of the Individual Curriculum.

If the transfer is approved, the evaluation committee will determine:

  • Which courses can be credited
  • Which courses must be studied or re-evaluated

  • The year of study to resume from

  • The number of credits allowed in the new individual study plan, as defined by the programme’s academic standard

  • If any required courses have not been completed, they will be added to your study plan alongside the standard curriculum.

If the programme approves your transfer, proceed to the following steps.

Step 6. Contact Your Embassy or Rossotrudnichestvo

Reach out to the embassy of your home country in Russia or your country’s Rossotrudnichestvo office to obtain an official support letter from your government.

Forward the official letter to the manager of the degree programme you wish to transfer to.

Step 7. Wait for the Ministry to Approve Your Transfer

If your transfer is preliminarily approved, the programme manager will send your documents to the Internationalisation Department, and the manager of the Department will submit a formal request to the Ministry of Science and Higher Education.


If the Ministry grants approval, an official transfer order will be issued, and you may begin studies in the new programme.
